Industrial and R&D facilities
Atomic Energy Regulatory Board (AERB) carries out safety regulation of the following Industrial and R&D Facilities of DAE.
Heavy Water Board (HWB), a constituent unit of Industries and Minerals Sector under the Department of Atomic Energy (DAE), is engaged in the production of Heavy Water (Deuterium Oxide-D2O). Additionally, it also produces various organo-phosphorus solvents for meeting the requirement of DAE units.
Heavy water is produced at Manuguru (Telangana), Rawatbhatta (Rajasthan), Thal (Maharashtra) & Hazira (Gujarat). Other plants located at Baroda (Gujarat), Tuticorin (Tamilnadu) & Talcher (Odisha) are involved in production of organo phosphorous solvents and other chemicals used in DAE. HWB is also involved in recovery of Rare Material (Uranium) at its Technology Demonstration Plant (TDP), Mumbai.
AERB regulates the facilities of HWB under various sections of Atomic Energy Act, 1962. It administers the provisions of the Factories Act, 1948 & the Atomic Energy (Factories) Rules, 1996 in these facilities. AERB also enforces the provisions of the Atomic Energy (Radiation Protection) Rules, 2004 in Rare Material recovery plant.
A multi-tier review process is adopted in AERB for safety review of these facilities such as review by In-House Review Group (IHRG), Unit Safety Committee and Safety Review Committee for Operating Plants (SARCOP) / Advisory Committee for Project Safety Review of Fuel Cycle Facilities (ACPSR-FCF). Consenting of these facilities is carried out on the basis of AERB Safety Code on Regulation of Nuclear & Radiation Facilities (AERB/SC/G, 2000) and its related Safety Guides. Safety evaluation of these facilities is carried out on the basis of specific Safety Guides issued by AERB on Safety Aspects in Design and Operation of Heavy Water Plants (AERB/HWP/SG-1, 2014) and Life Management of Heavy Water Plants (AERB/HWP/SG-2, 2014).
Based on the safety review at AERB, the consent is issued to these facilities at various stages of life-cycle. Periodic Regulatory inspections of these facilities are carried out by AERB to verify the compliance of the prescribed safety requirements by the consentee.
Electronics Corporation of India Limited (ECIL) manufactures nucleonic gauges, radiation detectors & instruments along with other electronic instruments and control & automation products. ECIL has two manufacturing units located at Hyderabad and Tirupathi.
AERB regulates ECIL facilities under various sections of Atomic Energy Act, 1962. It administers the provisions of the Factories Act, 1948 & the Atomic Energy (Factories) Rules, 1996 in ECIL Facilities. AERB also enforces the provisions of the Atomic Energy (Radiation Protection) Rules, 2004 in some of its manufacturing divisions.
AERB issues authorization for transfer / disposal of radioactive wastes under Atomic Energy (Safe Disposal of Radioactive Wastes) Rules, 1987. The evaluation of waste management aspects of these facilities are carried out as per AERB Safety Code on Management of Radioactive Waste (AERB/NRF/SC/RW) (122 KB)
and its related Safety Guides.

AERB regulates the particle accelerators at Variable Energy Cyclotron Centre (VECC), Kolkata, Raja Ramanna Centre for Advanced Technology (RRCAT), Indore and Particle Irradiation Facility (PIF) at IGCAR, Kalpakkam which are engaged in research and development in fields of nuclear sciences viz., nuclear physics, nuclear chemistry, radiation biology, material science, etc. The different types of accelerators at RRCAT, VECC and PIF-IGCAR are listed below:

A multi-tier review process is adopted in AERB for safety review of Accelerators and Lasers such as review by In-House Review Group (IHRG), Unit Safety committee and Safety Review Committee for Operating Plants (SARCOP). The consenting procedures and safety evaluation of accelerators is carried out on the basis of aerb safety guide on “consenting process for radiation facilities” (no. Aerb/rf/sg/g-3, 2011) and “safety guidelines on accelerators” (no. AERB/SG/IS-5,.2005). The safety assessment of laser facilities is carried out based on aerb guidelines on “safety in design and application of laser” (no. AERB/SG/IS-7,.2015). (3 MB) 
Based on the safety review at AERB, the consent is issued to these facilities at various stages of life-cycle under Rule 3 of Atomic Energy (Radiation Protection) Rules-2004.
Periodic Regulatory inspections of these facilities are carried out by AERB.
